Delhi government plans to overhaul PUC certificate issuing system: Environment Minister Sirsa

The Delhi government is planning a comprehensive overhaul of the Pollution Under Control (PUC) certificate issuing system to streamline the process, enhance transparency, and improve compliance. Environment Minister Gopal Rai made the announcement during a review meeting with officials from the Environment Department and the Transport Department.

The move comes amid growing concerns over air pollution in the national capital and the need to ensure that vehicles on Delhi’s roads comply with emission standards. The current PUC system has faced criticism for inefficiencies, manual processes, and potential loopholes that allow non-compliant vehicles to operate without proper certification.

Under the proposed overhaul, the government plans to digitize the entire PUC certificate issuance process, reducing human intervention and minimizing opportunities for fraudulent practices. The new system will feature centralized monitoring capabilities, allowing real-time tracking of emissions data and better coordination between testing centers and regulatory authorities.

The Delhi government also intends to establish stricter quality control measures for PUC centers, including regular audits and performance evaluations. This will ensure that testing equipment is properly calibrated and that operators follow standardized procedures for accurate emission measurements.

A key component of the revamped system will be the integration of technology solutions such as QR codes and mobile applications, enabling vehicle owners to easily access their PUC certificates and verification status. The government is also considering incentives for compliant vehicle owners and stricter penalties for those who fail to obtain or maintain valid PUC certificates.

The overhaul is expected to significantly improve the effectiveness of pollution control measures in Delhi, particularly during the winter months when air quality typically deteriorates due to various factors including vehicular emissions. By ensuring that vehicles meet emission standards, the government aims to contribute to broader efforts to combat air pollution in the national capital region.

Minister Rai emphasized that the revamped PUC system will complement other initiatives undertaken by the Delhi government to improve air quality, including the promotion of electric vehicles, expansion of public transportation, and implementation of the Graded Response Action Plan during high-pollution periods.

The Environment Department will work closely with the Transport Department and other stakeholders to implement the new system in phases, with a comprehensive rollout expected within the next few months. Public awareness campaigns will also be launched to educate vehicle owners about the importance of PUC compliance and the new procedures under the overhauled system.
