The Election Commission of India (ECI) has unveiled a comprehensive set of 17 electoral reforms specifically tailored for the upcoming Bihar elections. These reforms aim to enhance the integrity, transparency, and accessibility of the electoral process. The ECI intends to evaluate the success of these measures in Bihar and, if proven effective, implement them nationwide in subsequent elections. Key Reforms Introduced
Among the key reforms is the enhanced use of technology to streamline various aspects of the election, from voter registration to results dissemination. Special attention is being given to ensuring a more inclusive electoral process by addressing specific needs of vulnerable sections of society including elderly voters, Persons with Disabilities (PwD), and women. The reforms also aim to curb electoral malpractices, such as booth capturing and voter intimidation, through stricter enforcement measures and increased surveillance. Awareness campaigns have been planned to educate voters about these new procedures and encourage greater participation in the democratic process.
The reforms include measures designed to improve voter turnout. These involve the setting up of more accessible polling booths, providing transportation facilities in remote areas, and increasing awareness campaigns highlighting the importance of voting. The ECI will also be working closely with local communities and civil society organizations to identify and address any barriers that may prevent eligible voters from exercising their right to vote. Another significant reform is the strengthening of the monitoring mechanism to tackle the menace of paid news and social media misuse during the election period. Strict action will be taken against individuals or organizations found guilty of spreading false information or attempting to influence voters through illegal means.
To ensure transparency and accountability, the ECI has also mandated the live webcasting of polling proceedings from selected polling booths. This will allow the public and political parties to observe the voting process and verify its fairness. Additionally, the ECI has established a dedicated helpline for voters to report any complaints or grievances related to the electoral process. The helpline will be staffed by trained professionals who will promptly address any concerns raised by voters.
